Reassignment - Currently in the title and an employee of DEC or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and: Eligible for transfer under Section 70.
4: Must meet the open competitive minimum qualifications below; This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At this time, agencies may recruit and hire employees by making temporary appointments.
In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.
Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Minimum Qualifications: Promotion: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment).
OR Open Competitive: Either 1.
three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work.
Or 2.
two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.
If there is a viable promotion examination eligible list for this position, candidates who qualify based on NY HELPS or Section 70.

Duties DescriptionSupervise crews working on multiple diverse projects, including the operation, maintenance, rehabilitation, improvement, or construction, either by contract or DEC personnel, of facilities, buildings, trail systems, recreation facilities, or automotive maintenance centers; assist a Conservation Operations Supervisor 3 within a working circle with recruitment, hiring and annual spending plans; direct all maintenance activities within an assigned area; provide instructions to lower level staff on project priorities, work schedules, equipment needs and health and safety issues; purchase, distribute, and maintain inventories of supplies and equipment; travel within a geographical area observing work in progress and completeness for adherence to schedules, industry standards, policies, procedures and regulatory compliance.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
